This was the Islamic Republic of the Uyghurs or East Turkistan The Republic was founded by the Uyghur People of the South Sinkiang during an insurrection against China and it was in use from 1933 until 1934. The light blue is the color of the Uyghur and the crescent represents the notion of being victorious.
